hill crest heights. >> the neighbor who found his body monday afternoon, still in shock. >> oh, come on. >> and friends in tears. a mother worried about safety in a county where five students had been killed this school year alone. >> we work hard to take care of our children and you know, this happened. >> i am really enraged that a young person in our community can't walk the streets with a shopping bag without being shot in the back. that's something that aught to be of concern to our entire community. we will do our work. we need our parents to wrap their arms around their children. >> and suitland high school today, where cj was a popular freshman. >> he was going to give his girlfriend the shoes. he was walking and somebody came up and said, give me the shoes and they pulled a gun and shot him. took the shoes and ran. >> the world is crazy now. >> a kid died over shoes.

it's not something, it's not worth dying over. it shouldn't happen. >> police chief appealed for tips and said detectives are on the verge of solving four of the five student murders that have occurred this school year. in palmer park, maryland, wusa9. defense attorneys in one of d.c.'s biggest murder cases alleging tonight the conviction was based on a lie. now a judge just released heavily redacted documents in the murder case against ingimar. there were serious questions about one of the questions that helped convict him. leavy was having an affair with a congressman. the defense wants a new trial. we'll hear chandra leavy's case. four teenagers rip off a truck and lose control of it and drive right through the

front of a home. that's what the cops say. it happened this morning and now, the family living at that home is counting their blessings. >> it was deafening. it was loud. >> i jumped down that big hole that was stuck on the stairs. when i saw her screaming, i was so happy, i took her and rushed out. >> fortunately, nobody was injured. police say those four juveniles just walked away from a detention home in manassas yesterday. a nearby elementary school went on lockdown for an hour. a father charged with a murder of his own toddler, but tonight, as peggy fox reports, the child's mother is suing a virginia doctor and a psychological professional group for the way they handled the case. >> mother of a toddler who was murdered is now suing a virginia psychologist. the mother says they were negligent when they told a judge that the baby's father was safe to have unsupervised

visits with the baby. it was during one of those visits that the baby was drowned. >> he took my son, he stripped off all of his clothes, and he held him under water until he died. >> karen mccloud's son, prince, just learned to say the word, ball, when he was killed in october. last month, the boy's father, rams, of manassas was charged with first-degree murder in the boy's death. >> mr. rams walked into the psychological center and he essentially paid them to ignore evidence and to lie for him. >> mccloud filed a $20 million lawsuit against both the ashburn psychological services and margaret wong, who evaluated rams. neither wong or the center's owner would return our calls. rams was safe to have unsupervised visits with prince. >> he was a psychopath and there was a long trail of

evidence. all of which was ignored. >> peggy fox, wusa9. president obama says people will lose their jobs if congress doesn't step in and stop the automatic spending cuts coming our way march 1. those cuts, known as suquester, are kicking in ten days from now. they forced lawmakers and the president to reach some sort of budget deal. as we all know, that has not yet happened and now president obama is pushing for a short- term fix to allow more time to reach some kind of compromise. >> there's a smarter way to do this. to reduce our deficits without harming our economy. but congress has to act. >> the white house wants a plan with smaller spending cuts and more revenue and taxes. republicans say the government is already too bloated and higher taxes should not be a part of the equation. >> the county executives from prince georges want to make sure people in their communities understand what will happen if those budget

cuts go into effect march 1. >> as you know, we have a large number of federal employees here, but the problems and the impact go beyond that to every day workers. you name it, we'll be hit. >> the press conference this morning with all three county executives. federal workers in maryland could see their salaries. less funding for education in the state as well as teacher layoffs. a four-year-old girl injured in a fire in southeast d.c. over the weekend has died. that fire began sunday morning, 3:00 a.m., 33rd street. everybody inside the house got out, except for the four-year- old girl who had to be rescued and rushed off to the hospital. the owner of the home was arrested. police say he got into a fight with one of his tenants and threatened to kill her. the cause of the fire is under investigation. marine general, john allen,

is retiring. he wrapped up 19 months as top commander in afghan tan afghanistan. instead, he is releasing a statement saying he would rather focus on helping his wife. allen was recently cleared of any wrong doing after e-mails surfaced between him and the florida woman connected to the david pee petreus. the showers and in some cases, the thunderstorms are east of us. not super cold yet. 40s in most spots. 44 at andrews, but 39 in gaithersburg and in frederick and down to 41 in leesburg and manassas. here's the radar. last showers pushing through now. everything is across the bay, and either across the bay or up into northeast maryland, up 95. so for tonight, clear, windy, and colder. winds northwest at 10 to 20.

shooting spree, which started today. police say a man in his 20s shot a woman at a home about 30 miles outside of l.a. that gunman shot and killed two more people in a series of carjackings, then he started firing at random drivers on the freeway while going along the 55 miles an hour. by the time the cops surrounded him, the suspect turned the gun on himself. in tonight's health alert, have you heard about a mysterious new virus that is similar to sars. the infection that killed thousands ten years ago. this is called coronavirus. the unknown disease killed six people, including a man in britain. that is six deaths of the 12 people known to be infected. the centers for disease control is advising doctors to ask patients, including a severe cough and fever about their recent travels. >> she was a suburban kid, 14 years old, vulnerable and depressed, trying to find her

way. finally met a man who took an interest in her at the shopping mall. >> i felt special that he was calling me out f the crowd and he was connecting with me. what kind of movies do i like? what do i like to do? >> well, that was insidious after weeks of showering over his attention, that man convinced holly to run away. the teen found herself working the streets for this guy. the gripping story of child sex trafficking. how young girls are being exploited and manipulated into this dark world. >> d.c.'s tough rent control law keeps working and moderate income people stay in their apartments. but for how much longer? bruce johnson reports new apartments aren't subject for rent control. it's the same for existing vacant units. the owner can charge whatever the market will bear. >> he is one of the few tenants left in this apartment

drug addicts and prostitutes. today with all the new instruction, a one bedroom apartment could cost you $2,000 to $4,000 to $6,000 for rent. >> none of the construction workers could consider a move here. the new units are not under rent control. >> prices all over the border. everything, even the grocery store. >> d.c. is far ahead of most cities. roughly 2/3 of the districts existing rental units are still under rent control. but for how long? >> what it really was, is work force and moderate income housing in adam's morgan. >> the number of tenants, or a number of tenants accepted and that freed up the units from rent control. the building is now being renovated. an old story in d.c. so much new construction in washington. >> all right, let's talk about the weather.

tonight. temperature wise, colder up stream. 37 in leesburg, 38 at dulles. but still 43 in arlington. 43 in waldorf and also in bowie. tonight, clearing skies, windchills eventually 12 to 22. dress for the 20s tomorrow. still cold on thursday. good news, still dry, and also not as windy. 12 to 22, low temperatures 26 to 32. now tomorrow morning, very bright, but very cold. mostly sunny, windy, windchill teens and 20s. temperatures only in the 20s and 30s. in fact, tomorrow's temperatures will be ten degrees below average. mostly sunny, windy and colder in the afternoon. windchills in the 20s and temperatures 36 to about 40.

winds northwest at 10 to 20. next three days, cold tomorrow, windy and cold, 38. and cold on thursday, 41 with sunshine. low 40s. and showers develop on friday and it does appear they will be liquid. the warm air will win out before the showers roll in. temperatures back in the mid 40s. now the next seven days, showers on friday will bleed into saturday. so saturday, some showers and rain. at least through the morning hours and early afternoon hours. highs near 50. gorgeous on sunday, derek. i mean we're talking low 50s with sunshine. mid 50s on monday. next chance for rain will be on tuesday. i have a flake in there. could end as snow. >> all right, sir. a week from thursday. >> i know. >> okay, you show this guy your gun, you'll get yourself a 15% off pizza. the owner is dishing out the deal to show his support for the second amendment. all you have to do is whip out your firearm or your permit.

in the mail bag tonight, sadness and frustration pouring out on to the wusa9 facebook page following the murder of charles walker. kathy is devastated for the family. they are in my thoughts and prayers. unfortunately, this is what happens in a society that values things more than it values life. we need to wake up and value each other and stop envying

possessions. and speaking of families, william wood has opinions. the parents need to explain why and how their child learned to put a higher value on material things over life. this happens all too frequently when people put greed in front of things in their life. william, i'm speculating here, but i bet you dollars to donuts if you met up with this family you speak of, you'll get a real sense of how this person turned out the way they did. and really getting sick of people thinking they have the right to take the lives of our children. i think it's time there are more dire consequences for those that do. jail doesn't seem to be a good deterent. what would you suggest? i'm wondering what sort of punishment would make a difference in this kind of crime. we know local officials are working on it. we'll hear their ideas sometime
